According to data released by the Ministry of Transport, in November 2022, 52 cities in 31 provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps had a total of 285 urban rail transit lines in operation, with an operational mileage of 9,357 kilometers. Relying on the research and development capabilities in network management and information security technology of the Ministry of Education Engineering Research Center for High-Speed Railway Network Management, as well as the capabilities of the Software Evaluation Laboratory of Beijing Jiaotong University in software product and information system engineering quality testing, the agreement aims to integrate effective resources from all parties to jointly undertake major scientific and technological research, scientific research achievement transformation, and innovative talent cultivation.

The Innovation Base will focus on the integrated innovation of technologies such as digital twins, virtual and actual Internet of Things (IoT), big data, mobile and edge computing, and artificial intelligence. It will carry out research and development work in areas such as situational awareness and analysis, simulation and prediction, intelligent operation control and scheduling, and full-process management and optimization for intelligent applications of rail transit digital twins.

Comprehensive Asset Management: Visualize, refine, and oversee all types of assets involved in track lines and stations, enabling quick identification and location of specific assets and monitoring of their operational status. Achieve full lifecycle management of assets, including acquisition, usage, inventory, lending, inspection, maintenance, and disposal. For instance, when an alarm occurs during train operation, the system can quickly locate the train's position, allocate nearby maintenance personnel and equipment, and handle the issue within the shortest possible time.

Safety Emergency Control: Management of emergency events and contingency plans. By integrating multi-source perception to identify unsafe events or hazards, the system can automatically issue early warnings/alarms in the twin scenario. For example, fire detectors can detect fires, and video AI analysis can identify abnormal gatherings. The system can associate contingency plans with a single click to initiate emergency response procedures, send command messages to mobile terminals, plan evacuation routes, access real-time video feeds, and coordinate command and dispatch. This integrated approach to safety control, akin to a "single chessboard" strategy, enhances the efficiency of emergency response and reduces losses.

Convenient Passenger Services: Leveraging technologies such as digital twins, positioning, and 5G, passengers are provided with services including travel route planning, indoor station positioning and path guidance, train arrival inquiries, convenient transfer instructions, online inquiries, and immersive entertainment experiences. These services enhance the convenience, comfort, and intelligence of passenger services, thereby improving the travel experience for passengers.

Green Energy Consumption Supervision: By collecting data through IoT sensing, integrating power, environmental control, lighting, and other monitoring systems, real-time aggregation of various energy consumption information is achieved. This enables the measurement, monitoring, statistics, and analysis of different types of electrical and water consumption, as well as environmental indicators. It assists in energy consumption regulation and supports the sustainable development of green rail transit.
